Community Advisory Committee (CAC)

The Community Advisory Committee (CAC) is a group of parents and educators interested in helping children who have special educational needs. Our CAC represents eleven school districts in Santa Clara County. We meet several times during each school year to work with school district staff and administration to promote our children's needs and educate parents in our districts. These meetings are open to the public; everyone is welcome to attend. Joining the CAC gives you an opportunity to have your opinions heard and make a difference in the way special education is conducted in our area. Please join us!

Dear Community Advisory Members and Educational Partners,

The Santa Clara County Superintendents have decided to reorganize the Special Education Local Planning Areas (SELPAs) County-wide into two SELPAs, operating under one combined Administrative Unit (AU), with an effective date of July 1, 2024. Over the next 18 months, we will be collaborating with all districts and existing SELPAs County-wide to facilitate the drafting of two new SELPA local plans, according to the direction we receive from the Superintendents. As part of this process, we want to make sure that the Community Advisory Committees (CACs) participate in their advisory capacity and offer input over the next months. Much of the operational details of this change will be fleshed out by the local plan drafting process and the Superintendents over the next 18 months, but here are some further details we know as of today:

The five SELPAS in Northwest SELPA will merge into one SELPA. The LEAs that comprise the Southeast SELPA will remain the same.
The regional programs currently operated by Southeast SELPA will continue to be operated by Southeast SELPA. Programs operated within Northwest SELPA will remain operated by the same LEA. (Meaning = No program transfers are anticipated as part of this reorganization.)
The two current SELPA AUs will combine into one AU which will be operated by Santa Clara County Office of Education (SCCOE). No job positions in either SELPA office will be eliminated in the reorganization.
The functions of the AU will be the contractual responsibility of the SCCOE, will be designated by the Superintendents and included in one or two new AU agreement(s).
The Superintendents have not yet discussed or decided where the SELPA administrative office(s) will be physically located. There is no current plan or proposal to relocate any regional programs and their staff from their current locations.
The local plan revision teams will be engaging with staff and other partners to identify questions, prepare timelines, and secure input from community members as the local plans are updated.

Los cinco SELPA ubicados en el SELPA Noroeste se fusionarán en un SELPA. Las Agencias de Educación Local (LEA, por sus siglas en inglés) que componen el SELPA Sureste seguirán siendo las mismas.
Los programas regionales actualmente operados por el SELPA Sureste continuarán siendo operados por el SELPA Sureste. Los programas operados dentro del SELPA Noroeste seguirán siendo operados por la misma LEA. (Eso quiere decir que no se anticipan transferencias de programas como parte de esta reorganización).
Las dos AU actuales del SELPA se combinarán en una AU que será operada por la Oficina de Educación del Condado de Santa Clara (SCCOE, por sus siglas en inglés). No se eliminarán puestos de trabajo en ninguna de las oficinas del SELPA en la reorganización.
Las funciones de la UA serán responsabilidad contractual de la SCCOE, serán designadas por los Superintendentes e incluidas en uno o dos nuevos convenios de la UA
Los Superintendentes aún no han discutido ni decidido dónde se ubicarán físicamente las oficinas administrativas del SELPA. No existe ningún plan o propuesta actual para trasladar los programas regionales y su personal de sus ubicaciones actuales.
Los equipos de revisión del plan local interactuarán con el personal y otros colaboradores para identificar preguntas, preparar cronogramas y obtener aportes de los miembros de la comunidad a medida que se actualizan los planes locales.
